About a decade ago, our twon made some economic changes that had wide-reaching consequences. Being a pre-teaparty-type place, no new taxes were allowed, though the population had more than dbled. So, the city(and I use the term loosely:>)decided to increase the water rates for residences. Not only did this encourage Conservation in the home, it made it too expensive for those without their own wells to have a generic AMerican yard. Richers,as usual had their lives uneffected, except to complain in the local paper about "how sad it was that today's Camellia City inhabitants haves such poor civic pride...letting their yards go".
While now a 1/3 of the yards are now sand, our waterways are a lot cleaner. They're no longer being flooded with fertilizers and pest/herbicides from all those yards, esp since grass is the biggest offender. If it wasn't for the hurricanes and spills(barges take the waterway and many of them are here because they are no longer seaworthy), our oyster beds would be the envy of the Gulf Coast....
