It's nothing new. Great Peoples such as Carthage, Athens, Rome, England and America at times have dealt with them. Unfotunately, we live in a time when there IS no "Great People". The America of today is a far cry from even a generation before. She's as useless as Britain is(except as an Entertainment Provider).
The world's only hope in this is that the Pirates accidentally capture the wrong ship(ie: a Chinese one they consider important), then Peace will reign on the waterways for a few generations again...until the Theives think they can get away with it again....
